Granted. However the described behavior may have subjected the buck naked individual to arrest in some U.S. jurisdictions, regardless of what the "cultural norms" are back home. I doubt being "too tired to know" is going to be an adequate defense in court.

When United adds a gym, swimming pool, and/or weight room to a United Club, it should also add locker rooms (in today's social climate three: M, F and O) where persons using the exercise facilities should feel free to robe and disrobe. In the context of a "normal" rest room attached to the lounge, finding someone naked in plain view is unexpected, generally unwelcome, and quite possibly illegal.

As a non-lawyer, I doubt the gentleman could have been charged with indecent exposure under Texas law since it does not seem that his intent was to "arouse or gratify". Could Harris County have a more restrictive statute? Perhaps.
