Weight probably applies here too. Assuming the majority of passengers are happy with the seat width, a wider seat would cause more fuel to be burned without a commensurate increase in passenger satisfaction.

I also wonder if smaller people would really want a wider seat. I can imagine that for some a much wider seat would mean that resting their elbows on both armrests would be difficult.
