Concering the official rules you are right. RTWs cannot be issued outside country of origin with the exception of Canada. BUT: there is a very good TA who knows how to "bend" the rules bzw. how to "interprete them in a flexible way"... And if you know what kind of TA it is, you would start laughing immediately
