I guess that in common English parlance, a function where guests stand and are served morcels of food from waiters with trays (and presumably drinks too) would be described as a drinks reception rather than a dinner, whether walking or not. Dinner suggests something more substantial than bite-size nibbles, however numerous they might be and regardless of the quality of what is served.
