Experian uses a different credit scoring method and scoring scale than TU (which is what Discover, Barclay, and several other banks that give you your "credit score" use for your online credit score) uses.
It's normal for your credit score on Experian to be smaller number than your credit score at TU. It does
not mean that Experian think you're a worse credit risk, just that they "calibrate" their credit scores differently than TU.
