You will need to re-enter Security at Concourse J. The TSA Pre Check enrollment center is on the third floor, however, I'm not sure if that houses GE on its in a different location.
Unless things changed since last year when I did my GE interview there, the GE office is located on the second floor outside of security.
UPDATE: I just looked on the GOES website. It's still on the second floor - the same level as the airline ticket counters.
