He means that the D bucket is rarely less than C. As in if a flight is C1 it will likely be D1 as well - meaning one wouldn't need to purchase the C fare.
I've actually seen the J come into play based off of my corporate discount. Our J discount was big enough that once D=0 it would kick straight to J. Stilly pricey even with a heavy discount.
