Good question!

I spoke French to a UA agent on a EWR-YOW flight and she acknowledged she did not speak French.

I don't see this as a Quebec question. As others have said, air travel is federal, not provincial. I do know the Air Canada Act requires the airline to serve Cdns. in both official languages.
