How else would it work? Dl fully owns/controls the miles which Amex needs to incentivize spend on their DL CCs.

OP seems to be asking only about the MQM bonus. Easy solution is to get wife her own Reserve card tied to her SM number, and she can then direct the MQMs to OP when they are awarded. OP will not get the RDM but that didn't seem to be a concern.
