The newer islands are part of a Love-In between China and these countries. Also, with small populations only a fraction of whom travel, granting visa-free access isn't exactly a huge concession on the part of the Chinese. There's not much downside risk of marauding Fijians or Grenadians, etc. or financial loss there from thousands of visa fees foregone.
