I have foud following on AF US website (contact us) :
"Claims

The USA Customer Relations Department, located in Sunrise, Florida, handles claims for residents of the United States after completion of travel. If your permanent residence is outside of the United States, please submit your claim in writing to the Air France Customer Service Department in your country of permanent residence (Click here to check the Worldwide Air France office locator).

In order to open an individual file for you and properly research your claim, please mail us a letter with a brief explanation of your case, along with your ticket receipt and boarding pass. Please be advised that e-mail requests cannot be processed at this time.

If your claim concerns missing or delayed baggage, please include your luggage receipts and the file number of your missing baggage report. If requesting reimbursement for specific expenses, please provide us with original, itemized receipts.

You will receive a written response from a Customer Relations Representative within 4 weeks.
