Yes, almost certainly they will. All other banks' similar cards (Amex Platinum, Citi Prestige, City National) work the same way -- one annual fee for a membership year, but one full travel credit for each calendar year, so double travel credits your first year as a cardholder. The CSR is advertised to be the same way, so there'll be a lot of complaining if it's handled differently.
