I had an episode a month ago on the same route (CDG-EWR). Non of our suitcases made. I understood it, since our connecting flight to CDG was delayed, and we had a short connecting time.

When we later received the suitcases, we could tell that they all had been opened by Transportation Security Administration (TSA). One was completely taped up with TSA's tape, and ruined. None of the suitcases were locked, so I don't know why they needed to mistreat it. I took some digital pictures of it and faxed a polite letter to AF. I also told them I understood that TSA was at fault for ruining the suitcase.
Within a few days a received a call from a a luggage store in PA, and less in a week letter I had a brand new suitcase.
I find it to be a nice service from AF.

I believe that TSA open all suitcases when passengers don't follow along. So the problem could be with TSA.
