That's pretty much the silliest statement I'll read today. It's like saying why does the City of SeaTac (pop 29,000) have such a big airport. BLI is the "South Vancouver Airport", serving metropolitan Vancouver (pop 2.5m), the bulk of the customers aren't from Whatcom county; they're from Metro Vancouver avoiding the US taxes on international flights.

Oh, and YKM-SEA-LAS is only $116 (vs $159 BLI-SEA-LAS), which makes the other half of your comment pretty irrelevant as well.
