In most cities you can get a very reasonable business hotel for less than $60. A bit more in Kyoto and Tokyo maybe.
That's quite reasonable, and some capsule hotel aren't that much cheaper.
It was a special situation - Sapporo on the opening weekend of the Snow Festival. It was only two days of my stay, but the "normal" hotels that weren't super expensive were all sold out.
