Based upon your edit it appears that your issue was with your attempt to change the name of an existing reservation that you had made. While in the past reps seemed to do this, at least once I was told that they were not supposed to change the name on a reservation in this manner.
Not only did I ask to change the name of an existing reservation, I also asked if it was possible to book a new award reservation under another guests name (to different reps who I asked this straight out). Certain reps said that the only way to do this now was through the Additional Guest feature. So I think its an issue that certain reps now falsely believe no award reservation can be made under another guests name. It was only the fourth CSR I got that allowed me to do this.

A month or two ago I called the Diamond line to get an award reservation in Florida for next March, put in my sister in law's name. They said the only way they could do it is put both her's and my, names on it.
We discussed this, as we need the sister in law to be able to check in, as we might arrive later at the same hotel- we have another room booked for DW and myself.
I also asked to have the record sure the reservation was linked to me, so Diamond benefits and upgrades would flow. Notes were made. Hopefully this will all play out.
It might just be the particular rep/line. In future I think if you call back you'll eventually get someone that allows you to book under the name completely. I think certain reps believe that the only way to do this now is to put both names on the reservation now, even though that is not true.
I'm sure everything will work out fine in your case though, as many people also use that method.
