When the police receive a service call they are supposed to determine if a crime has been committed. To say they usually will give a "warning or a fine"
doesn't mean they won't arrest..prosecute..and deport. However in your case, because your girlfriend "is connected" with the police department and you need not worry. A reasonable person without those connections would be, well, a bit worried.
