Based on the amount debited from my Fidelity account it's not clear that I was charged 1% either for the transaction. It looks like the 0% rate.

I had called Fidelity a couple of months ago to request the new chipped version of the card and they happily sent us new cards with chips. So glad I did.

I've read that folks have success using ATM cards with chips in some machines that don't normally accept US-issued credit cards even if they are true chip and Pin cards - the France train ticket machines, for example.

I may have a chance to try the France (SNCF) ticket machines before long.
An update to note that I did eventually get charged the 1% for this debit card purchase in Europe. It initially posted as $19.93, but later showed up in my history as $20.13 which is 1% more. It is listed as "DEBIT CARD PURCHASE" as opposed to "CASH ADVANCE ATM".
