The promo doesn't start for more than 2 weeks from now. Other than this email, which it seems hardly anyone except the OP has reported getting, there hasn't been any official confirmation. Nobody has reported seeing this as a "new promotion" when they log in, no Marriott representative has come here (as they have in the past) to promote it, no one has mentioned anyone promoting this on Marriott Insiders yet, etc, etc.
So far all we know the email the OP got may have been sent in error, whether just for minor points like which brands are included, or maybe for the whole structure of the promo! For example, until we see what other people get, there's no proof that there's zero targeting going on. One previous rumor was that Marriott was going to move to targeted promos, rather than "one size fits all" promos, a bit more like IHG. What this email mentioned instead smells like the "choose your promo" that Hilton did once or twice in the past (though the choices there were not as radically different as the two choices mentioned in the email the OP got).
