I do not think this will work.

QF tried to charge me a heavy bag charge for checking in a bag weighing 25 kg and 17 kg and 21 kg or something like that, even though I had the combined allowance of 69 kg for myself (23 kg x 3).

If it doesn't work for one person, then it wouldn't work between two persons.

That's for two-person handling isn't it? 23 kg is the limit for one-person handling?

I may be wrong but I vaguely recall something like that.
