Could we combine luggage allowance for domestic?
My parents will be traveling on QF domestic tmr morning. They've only got one check in luggage at 28kg.

However, QF only allows 1 piece up to 23kg per pax. Is it OK for 2 of them checking in one big luggage? They have no status.
