IMO you are way over thinking this.
I believe the 'spirit' of the law is that it is against buddhist thinking that anyone should 'profit' off the image of buddha. But as others have stated everything from statues to tee shirts are sold openly throughout Thailand.
Do the math - if there are ~30 million tourist visitors to Thailand a year, and only 10% take home some type of buddha souvenir, that means close to 10,000 folks per day are doing the same thing.
Twice I have taken a small mass produced buddha statue in my hand luggage and have not encountered an issue. If they are truly tourist trinkets just claim ignorance of the law. Guessing the worst that can happen is that they are confiscated.
If you are truly concerned I would pack them in your checked luggage. The odds of having an issue that way are very very small.
