For most international travel, your trip is covered under the either the Warsaw or Montreal conventions, which supersedes and CoC terms.
If the Warsaw convention applies, the coverage limitation is 17 SDRs per kilo. Currently, 1 SDR is approximately USD$1.4 -- so this might not fully cover the cost of the damage.
If the Montreal convention applies, the coverage limitation is 1131 SDRs. This should cover your TV replacement. Note that the airline's liability is the replacement cost of an item, so you may be able to get them to spring for a replacement at the local price if the item arrives damaged.
Note that the Montreal convention does not allow the airline to exclude items that they won't cover, so electronics and things properly packaged in the correct grade of cardboard box should in theory be covered up to the full amount.
