altneratively, my other approach is to redeem 'King Garden Guestroom' at 70,000 HHonors Points per night, then after that, pay XPF or points to upgrade to something better (e.g., OWB)?
yes to both of your citi reserve questions. regarding point redemption, when are you going where you see 70K redemption? normally in the high season it's 80K.
