It most likely stems from the fact that the SFO-LHR flight had a strong tailwind, and, if it were to depart 'on-time' it would not have a slot to land at. Therefore, the code is used to tactically delay flights to adhere to the published landing slot.

You can see as well it landed on-time, in spite of its 45 min delay.

In any case, delay codes are being phased out as airline systems become less 'old fashioned', favouring just writing the reason for the delay in a comments section.

I've just looked at EF and noticed the outbound aircraft was delayed too arriving 55 minutes late, the delay reason shown as 'ZO'.
