Does the ticket say somewhere whether the piece or weight concept applies. In my case, the Asian checkin agent at Narita, did not know that a) the piece concept applied to us, and b) did not know that Star Alliance Gold members had the extra luggage/baggage allowance - until she checked with her supervisor.
