The real question is whether any passenger actually received less than the IDB compensation required by the rule. Each of the four carriers, of course, has the name and contact information for any passenger paid IDB and, if a pax was underpaid, the order ought to have required that the pax be properly paid.
As others note, this is the equivalent of parking tickets at Fedex. It's part of the cost of doing business and it is less than a drop in the bucket.
