I can't speak to SKY or BBC iplayer, but Netflix doesn't allow downloading of content for offline viewing, period, full stop.

The only streaming service I'm aware of that allows downloading for offline viewing is Amazon Prime. Not sure if the download feature is available outside the US though. Also, only the primary Amazon Prime member has that feature available (there are easy enough ways around that though)
