Of course some seats may be further from wiring and sensors than others but unless you mark each seat as perhaps safe and not safe it is far more easier to apply the same rule to everyone.
The CAA at least have some experimental evidence to suggest an issue - certainly sufficient to adopt a cautious policy. If you have your own evidence perhaps you should submit it to the CAA?
