There is no way you will be able to clear immigration, retrieve bags (if any), clear customs, recheck bags (if any), clear domestic security all within a total 30 minute window at GRU. In addition, you will not have access to lounges within the new T3 upon arrival unless you were connecting to an international flight (even in that case you must reclear security) as you will be forced to immediately pass through immigration and customs.
