Short answer is yes, they should know - For DL there is a "Standard of Service" that clearly defines what gets served on which flight, from no service, to drinks, to drinks & snack, etc. That being said, you noted that this was an RJ flight. So, perhaps on whichever regional airline was flying that flight might have different standards than DL.
A complaint to DL might indeed be in order. But, I would actually send the complaint to the regional airline in question. It was their training/communications that caused the mistake.
