If you are willing to go out of BWI you can do AC to 9W (BWI - YYZ - AMS) for $2k flat. BWI - YYZ has no F.

You can go out of DCA to get F but you'd have a 5 hour layover on the outbound (though more reasonable 2 on the return). No PQMs on 9W but you do get RDMs.

Not the best but would save you a good amount of money
