Scams? Try renting a car in Spain. Many of the smaller companies have a mandatory "full-to-empty" fuel policy. Sounds good? No. Not just because you're likely to lose out on that inevitable little bit left in the tank, but because they also force you to buy the tankful at an inflated price, no matter how much you leave in the tank. And it can be near on impossible to use even half a tank on a Seat Ibiza Diesel at the best of times.
And then there's the famous 'tyre and glass' insurance which you will be given all sorts of warnings and laminated scare sheets about.
Basically, it's all designed to allow them to quote an absurdly low rate and claw it back through surcharges. The Ryanair model.
The only other thing I can think of that makes me think of dodgy salesmen is insurance. I know the situation is different in North America, but the basic package here is that you get insurance included in the rental rate, but with a hefty excess. The pressure to sell the (overpriced) CDW/LDW seems to have mounted recently, as the attitude promoted is now one that it's practically obligatory to have it. Again, you'll get all sorts of dire warnings and scare sheets if you decline, and often quite the hard sell (which goes on far too long).
