They are supposed to, but they are supposed to put notes in the bags, too. The TSA just lacks consistency for what they do from airport to airport.
If the airport is set up to screen the bags near the check-in counters, I usually hang around and watch the bag get processed when I check. They don't like that much, but too bad.
