The part about printing luggage tags at home seems unlikely.
For the rest, Air Canada also have you print the tag at a kiosk, put it on your bag and, at some stations, even drop it off without human intervention. Seems to work fine, certainly one way to cut costs without impacting passengers too much.
Sure at ARN for Norwegian, after I used the self check-in machine, I had to bring my bag up to the bag drop desk and use a hand scanner to scan the barcode on the bag tag and it automatically took it away.
