I've flown a few non low cost airlines that have been offering this service and not once was I forced to use it or be charged extra at the airport.
The part about printing luggage tags at home seems unlikely.
For the rest, Air Canada also have you print the tag at a kiosk, put it on your bag and, at some stations, even drop it off without human intervention. Seems to work fine, certainly one way to cut costs without impacting passengers too much.
Of course it will all depend on the implementation.
