Ignoring the obviously negative connotation to the statement, actually in many ways the Travelodge and the very recently converted/renovated Holiday Inn Express next door represent better options for passengers. They are probably the closest hotels to LCY, you could walk to them in 10 minutes even with luggage, and if the main criteria (as it is for most of us) is to have a shower and perhaps grab a quick bite to eat, then they probably fit the bill as well as anything - although in the case of HIX at least it does suffer from a very crowded and (when I stayed there) poorly organised breakfast area, which might end up defeating the 'quick bite' concept.
Now, neither of those brands are ones you'd particularly associate with a high quality product (insert your own joke here), but for anyone that's short on time before catching an onward flight from LCY they're ideal. For those travelling onward, they are within 150 yards of Royal Albert DLR station.
Another, perhaps more sensible, option is the Crowne Plaza near Excel - again, very close to LCY (at the other end of the dock), and a two minute walk to Royal Victoria. Having stayed there before, I'd doubt they're often full and they might be receptive to a deal on food given that's what they routinely offer to staying guests.
