DoC does indeed claim all cards are affected starting Aug 28. However, the wiki says all public AA offers changed on Aug 11. Either or both could be wrong for all I know. If people are still seeing public AA offers without the tighter restriction, by all means report them and we'll update the wiki.
Well, I'm just about to update the wiki in light of
post 130, which supports the claim that despite the new language purporting to aggregate an applicant's cards opened/closed across all Citi AA offerings--which I'm just going to call "the card-family policy" going forward--was not immediately effective.
