Maybe they're actually using PINless debit. If they cared about card fees enough to "heavily encourage" PIN use, I doubt they'd just be running Apple Pay as credit if at all possible, even if barely anyone used it.

My Windows tablet and phone need a PIN to unlock the screen. My laptop and work PC, as well as pretty much every online service I'm part of, need passwords to log in. Like it or not, passwords or equivalent
are accepted security measures. That's not to say that it's impossible to be stupid with them, because it definitely is.
You also have to admit that it's a bit weird to have PIN basically be optional for debit cards. Either require it for everything or don't ask at all.
