It's only $180 HKD/ $29.88 CAD if you fly J to/from HKG.
It's not in Y or on short-haul or in transit (as per the quote form SCMP)
(at least the new runway will relieve some of the ground congestion at HKG. None of this will fix the bigger problem ATC over China. See comments by Transpacificflyer in other threads)
