It sounds like the reverse: it sounds as if you paid using a voucher but the value of the voucher exceeded the amount to be paid. Therefore they give you a voucher back with the residual value (i.e. original value of the voucher minus the amount to be paid). If you did not have a voucher/did not use it to pay, then it sounds as if this is a mistake (in your favour).
