They could reduce the hand luggage limits but that may affect everyone and is a pointless restrictions on many none full flights.
What do you suggest should happen?
J pax get guaranteed space, if they are near the front of the boarding queue.
Y pax get a free bag check in the hold up to say 10 kg, to discourage this behaviour while allowing BA to make some additional money from bags
Bags collected from the jet bridge to be delivered back to the jet bridge, so gate checking is less of an irritating hassle.
