The Univeristy clearly states:
"These contracts are for use by UO employees or students only, who are on Official UO Business."
Even if it wasn't explicitly stated, let's use some common sense...would any rental agency in its right mind enter into a blanket agreement to provide leisure rentals to college students at a discount rate and also cover full responsibility for any damage?
