OP, they don't have access to the CPIC database but they do have access to Interpol's and can request criminal records from member countries (Canada included) via that. Usually this is checked in secondary though, not at primary.
That last sentence above is referring to Interpol's database. But Interpol's databases don't have most Canadian criminal history records in them.
