Are there any good backpacks/daypacks that fit within this size and also have storage space for a 15 inch laptop?

I've found this backpack on Amazon which seems close to the dimensions, but is over by 2CM on one side (42 x 29 x 14 cm), does anyone know how strict BA are with their personal item allowance?
I have been flying to Newcastle for over 30 years, a lot of that SFO-LHR or LAX-LHR and then LHR-NCL. My experience has been Peak season BA is a lot more strict. I have also traveled a lot in January to take advantage of cheap flights. There it has been a mixed bag dependent on the capacity on the flight. My advice is always never push the limit, it lessens the probability of having an issue and lowers the stress.

Sorry, I am not as familiar with the UK market but in researching for a trip, and please feel free to search reviews, I have seen generally favorable comments on the lower price point bags @ Cabin Max which is the UK. https://cabinmax.com/23-backpacks
