The newer systems live validate the card with in-flight Internet (DL uses this). The older systems use offline acceptance (just take the card and assume it's good, charge it when it gets on WiFi at the next hub). The newer systems will do offline acceptance when there is no connectivity.

Depending on the rotation of the equipment, that's the reason for the delay in charging. The receipt is available immediately on charge, AFAIK. The issue is not how long it takes to generate the receipt, rather how long it takes to process the charge.
