Not that I as a Scandinavian will not accept responsibility , but it is always arriving carrier, irrespective of IRROPS, that is responsible for missing luggage. It may be unfair, but that is the procedure. You should have received a UA PIR file no.

You arrived with UA; hence UA baggage team is responsible, also from an Insurance point of view, for locating and replacing your lost luggage. They will then deal with recourse from SK.
