Registration for a visit in October starts on 1 September. The dome is open between 8am and midnight with admission every 15 minutes (last admission 22:00). Understanding the sign up dates, I contacted them and was told that all guided tours were already booked up months in advance. Not sure what that is all about.
The other option is to schedule a lunch or dinner at the roof top restaurant. I did this and will be there with some friends on Sunday, Oct. 9. You can access the Reichstag and the Dome with the restaurant reservation. I also heard that you can rent the self-guided audio tours with headphones for a do-it-yourself tour.
