I think you're right. That just doesn't seem to match the devastation the guy caused. But you can't give him anything worse. Some crimes there simply isn't a punishment that fits.

Doc Savage comment about fires in the Oakland Hills. I remember the fire in the 90s that burned the side of the mountain in the Oakland Hills. 25 dead and 3,000 homes destroyed. That kind of devastation could be used as terrorism and all it requires is a match.
