A few years back I arrived at EWR (Terminal B) with a checked ski bag from ZRH and FRA and 45 minutes after arrival nothing at the bulky items door. Had spoken to UA agent. Peeked through door and saw subcontracted agent was playing video games. Told UA agent I was leaving and she followed me right to customs - UA agent loudly protesting my 'violation'. I told customs officer what was was the deal was and he just laughed at UA agent's face and said "come on through" to me.
